Yes both this 2100 and 4000 numbers lead to the same call centre. The 4000 is just acting as a collector that could redirect to 2100.

There’s only one call center.

One guess is that they are balancing the workload so some of us go through background check first then eligibility, while others the opposite way. But no one can be sure of the exact reason. But I don’t think it’s a bad thing, not good either. I’m on the same boat and I chose not to worry :)
