Based on the rules, they have all the rights to reject you for not uploading your degree. However, some are kind enough to tolerate and ask for ADR. It's not luck, it's how thorough you prepare your application. Raise CSE asap to avoid possible rejection.

If you are not claiming CRS points with your previous employment in your home country, no need to provide proof. Also make sure don't list them on work history section when filling out the forms (but include in personal history section though).

Re the difference between 4163/1123, read their lead statements and compare with your job duties. You should use whichever fits better to your job. I did not mention NOC codes in my reference letter, and I am not sure including that would influence your application either way.

You already have quite some understanding to these NOCs: 1215 has a focus on supervising. If you are not supervising anyone, this is not for you. 1122 has more focus on recommending improvements than daily administrative coordination. If your job is not consulting, then don't use this. 1524/1411...
