Called CIC again..no update on my card. Agent said it will likely be mailed on or after Oct 1 because of huge backlog of applications. Any idea if I can call CIC from outside Canada? Or will it be impossible?

No, that's why I was asking. I am going to change my return ticket to fly via US now, and drive in.
