BLS provides PCC even if your work permit or any other permit is about to expire...I got my PCC on implied status from BLS....so don't worry about it...I know its written on their website but they do accept your application....

You can include them in the application and apply for their TRV....I just did it for my spouse...and if you have NOC 0,A or B category job then you can also apply for your spouse's open work permit instead of TRV... I applied for the open work permit for my spouse which got approved....
