Does CIC count the experience gained after the graduation and before the PGWP approval (i.e. experience gained on implied status) towards the Canadian experience or CEC ?? I know that many members applied in such a scenario but not sure if there is any success story....

yes, you can add representative anytime while your application is in progress....send a CSE with signed representative form and your LOE....you will be fine....

In your case you DO need a consultant...and if you have hired a consultant then I'll suggest to hire an immigration lawyer...even a consultant can mess up your case....you are living illegally in US....I don't think you can get away with that easily....get a good lawyer... But if OP's case is...

You don't need your polytechnic marksheets as that is not your highest education. You need only your bachelors for ECA/WES. You can "sworn in" with a notary to say that both these names belong to same person and she is your mother in case there is any discrepancy in any of the names in documents.
