If you clear medical your chances are 99.99%. They do not refuse visa after asking for medical provided you clear medical test. On average they take one month after medical call. But it might vary from case to case.

I am not the authority; i might be wrong. But i still believe that he should apply with SOP. Going for MBA after getting an undergraduate degree is quite different than going for MBA after doing Mphil in computer science.
