I do not think CHCs take action on any email requests regarding withdrawal. If that is a rule, your friend might be able to argue that they should not have done so in response to an email.

Man, your 120 days started counting from Sep 24th and is already finished! I am sorry but you must have read the email more carefully. Unfortunately the deadline cannot be extended.

Eligibility review at visa office must be finished within 2 weeks after the 120 days have elapsed. However, local visa offices might not really do so. I believe your file will be worked on as soon as they receive it because there are cases finalized even within the 120 days period.

You can explain in writing why any documnet is not available. I believe experinece letters are not generally easy to get and CIC understands this. At the same time try to get a letter (even an email) from your work place indicating that they would not issue you such a document.
