    Can't speak for BC but in Ontario my wife kept her foreign license. They are the property of foreign governments by definition, I'm not sure any other country has the right to confiscate them.

    I cannot speak from experience but I would imagine getting photos taken correctly and sending them by trackable courier to your processing center with a letter of explanation is the best bet. The photo has to be verified by the photographer, so emailing things probably doesnt work.
