We were waiting ~4 months for an LMIA for a coworker's WP (NOC 2173) while it was supposed to be reviewed in 10 days. So apparently they don't want high-wage workers.
What's the point in applying for BOWP if you're going to apply for another work permit? If all you want is to submit incomplete application (i.e. without LMIA) to get 'implied status', be warned that you won't get implied status this way anymore.
They have to filter out all the text that you're not supposed to see (remember blank pages and blank lines in your GCMS notes?). So I guess notes are reviewed by an agent before sending them out.

You won't be on implied status if you submit your application without LMIA or proof of LMIA submission, since your application will be considered incomplete.
But number of applicants is a lot higher than a cap. In USA there's a lottery even for H1B, do you want the same scheme in Canada? Or first come first serve?

I didn't get your point here. They already have a quota. Point-based system is the way to take only those who they think are the best to fill the quota and avoid forming a backlog.
They won't drop point-based system, since there're too many people who meet CEC criteria. They cannot take everyone.
