It clearly indicates that they will send more invitations during October to fill the immigration plan.so dont worry guys points will soon be back to 450.

This is old news. The quotas for 2016 include applications from previous years (2015, 2014, etc.) that are finalized in 2016 - not just applications from 2016. Anyone who receives ITA in October (for example) will fall under the 2017 (not 2016) quotas.

If they are giving 1500 ITA per month then how are they going to intake 54,000 fsw in a year?

Once again, this number includes applications from previous years finalized this year.

54000 visas. 1 ITA != 1 visa.

Also there can be more than one immigrant per ITA. If I get ITA, that means my wife and kid also immigrates to Canada.

The quota is the total number of immigrants not total number of ITAs.

No, it doesn't say at all points will go back to 450.
