    Can you provide any kind of proof for common-law relationship? I.e. joint bank accounts, lease agreement stating both, bill with both names? If so, you may try to ask CIC to add your spouse now and mention you plan to marry later this year. It might work

    By deferring its delivery they want to prevent you to apply too often and thus, make some excessive load on their personnel/system. I still cannot get why not to generate it right before sending to make it "less outdated"...

    They would not ask your passport in case you are from visa exempt country. Otherwise they ask for your passport in order to issue single-entry immigrant visa regardless of your current country of residence. And you will be provided with CoPR in any case.

    Is it necessary to print RPRF receipt, fill it with your details, scan it and send to CPCO-Cost-Recovery@cic.gc.ca? Or sending original (empty) PDF with all your case identity in the body is enough?
