No, they can give it back to you. I took my friend's Passport with me, and they gave it back to me same day.

You can apply for TRV from VFS office in India. make sure you have all the necessary documents with you. On average, VFS takes 7 business days to return your passport with stamped TRV on it.

Velu, I guess, the draft should be send to CPP-Ottawa not to Detroit Visa Office. The draft which you send to Detroit/Windsor visa office is for Landing purpose. I've sent the draft for my spouse's application in Ottawa.
