I am not sure. But it's unlikely not providing one's email on the form delays the AOR beyond the reasonable couple of days it takes Canada Post to deliver residential mails.
I'd personally not worry about not providing my email contact on the citizenship application form.

I think it means what you said without the processed part. The officer ensured your application includes the basic requirements; but it is not processed and analyzed in detail until it reaches the local office.
