universities or other educational institutes without DLI number cannot be used to get study permit, it will be refused. DLI is must. Are u sure your uni doesn't have one?? mentioning name of the uni will be helpful to you as someone else might know the DLI if you were unable to find it.

as you already have a multiple entry visa (TRV), you won't need new TRV. you will just need study permit, its gonna be too easy for you to get. :)
