*** Update ***

I got a call from CHC New Delhi's office today. The officer said that she has received my passport however in order to print my visa and COPR she would require my photographs. Which I have couriered along with a cover letter. Based on the conversation Monday evening my PP with visa & COPR should be dispatched from New Delhi.
Still a step away from seeing it to believe it however the phone call was very reassuring. Don't want to celebrate half heartedly however looks like my move worked out.

I had written to CIC twice, called/consulted the necessary stakeholders before sending out my passport. My humble request if somebody wishes to follow my plan of action then please make sure that you comply with all the necessary due diligences.
 
Well I believe there is no formal reason why a person needs "extra permission" to print their visas at any office that handles visa printing. As an applicant your information is available through GCMS, and a visa officer can open up your file, check that you are asked to submit the passport.

What I don't understand is why the passports have to be sent to OTTAWA, when there are thousands of visa offices all over the world. They also know a lot of the spouses/applicants live outside Canada. Yet they have a procedure in place that does not benefit these out-of-Canada applicants other than "Ummmm Email us, we will see what we can do" - What kind of response is this? Their should be clear instructions like "If you are outside Canada, contact your local High Commission that handles Permanent Residency application for your country" OR "If you are outside Canada, send your passport with a copy of PRR to your local High Commission that handles Permanent Residency application for your country"....Simple!

The instruction on PPR seems more like a guideline than a strict rule. I hope you get your visa stamped soon. That way people who are waiting for weeks, can at least have that option available.

Congrats Raagaa, bold move! It is nice to know that after all there is such an option for all of us :)
If I don't get response back today, I will call them on Monday. Hopefully I will speak to more cooperating agent, who would check for me if they have received my request.....
 
Couldn't agree more with you iamroth. No doubt CIC has been doing continuous improvement with their efficiency and turn around time. However, they still have a long way to be near perfect. I hope future applicants interact with more sensitive and empathetic system. After all, their verdict plays a crucial role in most of lives. These are one of the make or break decisions.

Thanks Sandrinho :-) Must say I was very nervous with this move. However it was either breaking away and making a move or waiting patiently. It was a catch 22 situation. I went by the same thought process, wonderfully articulated by iamroth.
 
I collected stamped passports and COPR today from local VFS center today. It took about 7 working days to get the visa printed at CHC New Delhi when submitted through VFS.
 
Someone should make a spreadsheet for Ottawa timelines :P

What do you mean? A spreadsheet for all of us who are waiting for a response back from Ottawa maybe?

Exactly. It is not very useful like other spreadsheets, because there are not a lot of people waiting for it. But for future people who fall in to this trouble, maybe the spreadsheet will shed some light on the waiting process. Over the time it will be better. :P

App. Filed: 15th May
PPR : 24th April
Request to stamp in other office : 27th April
Response from CIC : 28th April
Passport sent : 6th May
Passport received :14th May
