The visa officer at the interview reviewed everything and told my husband that everything was fine and that the new medicals had to be done ASAP so that we can get home by New Year's(btw, we've been together in Serbia throughout the whole application process, we have 2 kids, 6 and 1 year old who couldn't stand being separated from their dad for 30 minutes, let alone longer).

So:
Medical re-done: November 26, 2013
New Background Declaration and Non-accompanying dependent declaration requested: November 25, 2013

We have been waiting since then. It's been over 8 weeks since the new medicals were done and all documents sent. We called the doctor's office and they confirmed that they sent the results the next day.
We emailed Vienna VO twice in the meantime and they responded in the same manner they had been responding every month in 2012: "Please be informed that we have not received all background check results. You will be informed about the further steps AFTER we have received all background check results; "
We relied on visa officer's word, (who appeared to be a very nice gentleman), and after 23 months of waiting patiently, we were hoping to be home by New Year's. Why are they stalling us now?

All of you wonderful and experienced people, do you have any ideas how long after the 2nd medical, and in our case, after the interview and all other final documentation has been received by Vienna VO, would they issue the PPR?

I can tell you my experience. I think I was in the same bucket as you. You can see from my profile the details for my application. I sent Vienna fingerprints from Canada and police certificate from my country at the beginning. After more than one year they asked me for a new set of fingerprints but that period I was in my country. They send me the form I made the fingerprints and sent Vienna. I wait from April till October for the fingerprints because they were ink fingerprints. The ink fingerprints takes very long you could check the processing time on RCMP website.Here is a link from RCMP website and it takes 22 weeks.

Hi sponsor2012,

I forgot to specify, the fingerprints were sent for my stepson, who at the time was still in Vancouver, not my husband, but that was all cleared at their interview on Nov 19, 2013 in Vienna. So, I highly doubt that it has anything to do with the current delay.
I am afraid that our file is just sitting on someone's desk with the assigned due date waiting for the final review, and that all email responses we are getting are pure B.S.

They don't request fingerprints set from everyone. i think people who spent more then six months in Canada are requested to send fingerprints.

CIC broke my heart a long time ago. My family or any other family doesn't deserve to be treated like a "case". We are CANADIAN families and should be treated with respect.

You know what's making me ill?

I am a Greek-Canadian and i am an admin in a FB support group for Greeks immigrating to Canada. Most of my friends who are FAM have applied in Mississauga and from there their case is forwarded to Rome.
Rome take 8 months in the worst case scenario. But many of them finish in less than 5 months. my co-admin sent her apps to sponsor her husband on August 1st 2013 and just yesterday her hubby received the COPR.
This is one of the many many cases i know and they are having these short processes.
And i can only taste it and feel angry that the neighboring Rome is sending all my friend to Canada and we are still here for ever

This is the first time I am hearing about fingerprints.. I did not know that they even request this!? My husband has been in Canada for 7 months as a tourist.. I wonder if they will request this from him as well.

The main applicant needs to apply for clearance of police record from any country that he/she has lived in for more than 6 months. Some countries like Canada, require fingerprinting in order to issue the certificate.

Would any of you suggest i apply for visitor visa for my husband again, he was refused 10 days ago.
Our reason for him coming for a visit was, while waiting for spouse visa to attend the child birth. The reason he got refused was one of the following:

In reaching a decision, an officer considers several factors; these may include the applicant’s travel and identity documents, reason for travel to Canada, contacts in Canada, financial means for the trip; ties to country of residence (including immigration status, employment and family ties) and whether the applicant would be likely to leave Canada at the end of his/her authorized stay.

Since they wrote MAY INCLUDE im guessing they meant all of the above, but then again im not sure
My husband does not work back home, he does occasional construction work, and gets paid cash that is if they pay at all.
We have sent explanation letter for this section but to me it seems like they haven't even red the letters, because at the end of the letter i have asked if they needed more info or proof to contact us before making a decision.

I'm sorry but from what you wrote I'm pretty sure his visitor visa will be denied all the time. Since your husband does not work in the country he currently is residing and his wife and soon to be newborn live in Canada he has way stronger ties to Canada than to his country of residence. Therefore I don't think CIC will issue a visitor visa because of the strong ties to Canada and the obvious risk of overstaying.

I know it does not make much sense because I would not assume anyone would overstay and jeopardize thePR application.

Yes i guess... And we did write that he would not overstay exactly like you said, we wouldnt want to jeopardize the PR but still refused :((
