When I initially spoke to my rep I told him someone from Ottawa had finalized in 4.5 months and he said no way! Ironically we're about 4.5 months today.

All you have to do is google "BSF186", and the CBSA website will pop up with the PDF link. has his application been submitted? i'm pretty sure the passport needs to be valid for at least 6 mo. when the COPR is issued. So, if he just submitted an application or will be soon, then it's in his best interest to get it renewed now and send a copy to the visa office when he gets it back.
