hi -

i'm in canada since 2009. became pr in 2013 december. based on new rules, i'm eligible for citizenship immediately when the new rule goes into effect.

my spouse came to canada in 2013 october. we both became pr in 2013 december. she will only be eligible sometime in november 2016.

is it good to wait until november this year and we both apply together or shall I apply immediately when rule goes into effect and she'll apply in november?

Where did you get the date it " goes into effect "? The bill hasn't even been passed yet...

You right that it will be only clear from Online Calculator as it become effective - Politren.

But my concern, is to make sure if I am short of residential stay according to Bill -6? As I have been staying in Canada since 2009, switched from study to work permit before finally getting PR in 2014.

Comments, would be appreciated?

Not quite. We're approaching the second reading in Commons, but Royal Ascents take place twice a year. You should expect them before summer and winter parliamentary brakes. So we are looking at June here. Moreover, most of the clauses of the Bill will come into effect not until Governor in Council decides its time to do so, and this is still a grey area.

The earliest anyone would be eligible would be 2 years after becoming PR. If you became PR in 2014, you'll have to wait until you complete 2 full years after becoming PR.

3 year rule does not seem to require royal ascent, according to the bulletin. correct me, if i'm wrong.

This is correct if you have never left Canada as a PR.
You will get full 365 days credit due to the fact that you have been here since 2009.

I have traveled often to meet my parents.If its just max. credit of 365 days which is counted half of each day spent. I meet this condition by just taking into account by stay of 2012,2013 and early 2014.

It means that you have to compensate your absent days by staying in Canada at least the same amount of days extra, this is why it is better to wait and use the online calculator when it become available.
Right now you just can get more confused.

Yes the question is how much grace period there will be after the Royal Ascent if any grace period should be expected in a first place, because I concur with you that this changes are relatively small compared to the massive overhaul by the current 4/6 rule.

The proposed 3/5 rule is just a mix between the Old and the Current rules, so it should not take that much time for them to prepare.

Both or separate applications, doesn't really matter. This is your personal choice.

Just hold your horses there... We don't even know if it will start in November or start at all lol
The best you can do is getting all the documents ready, making sure you have landing papers, English test, travel records ... etc ready, so when the date is announced you can pretty much spend 10 minutes filling out the form and mail it with other documents on your way to work
