If you applied in india and later moved to canada on a twp or visitor etc then it is according to the process that you get a PPR from india. But it is wierd when some body is already staying in canada on a twp and applied for PR within canada and later CIC decides to transfer somewhere and asks us to submit our PPR in our country of citizenship.
So far i saw all the cases who had applied in india and later worked or moved to other coutries due to work or visit. Is there any one who falls in this unique category of "applying within canada and received a request from india" and waiting for a PPR ?
Anyways this is hell lot of mistery until they acknowledge.

I actually came to on study permit and later converted to Post Grad Work Permit. I applied from Canada. When I was applying CPP-O was very slow and none in my network was getting any positive news. At that time NDVO was very efficient and one of my friend's friend got his Pr in just 4 months. Hence, I applied for NDVO as my visa office.
Regardless, of where you apply your file, your PPR will come from the Visa Office who is incharged of handling your file. In case of ours, it will be NDVO only.
It completely depends on the applicant's file. If CIC has any doubt, it will transfer the file to the local visa office to maintain their program integrity.
