(PNP say they should submit the photocopies to PNP filing and the Originals to CIC for federal filing)

You don't need to hire a lawyer to submit application. I would suggest that you go to Cic website and download the application guide for provincial nominee. It gives you all the forms and how to complete them.
1. Are you inside or outside canada? If its international grad I assume you are in canada. When you fill the form I thnk it's mm0008 it asks which visa office to send application to. Here you can select CPP-O. I think this is used for pilot program anyway.
2. You donot have to send police record with the application although it is recommended that you do submit to avoid delays. Medical requests will come at a later date after you received aor from cic.
3. Online payment with application may be better or send a draft. If you give credit card information and the card is not valid or declines when they re ready to take the payment, your application may be returned to you.
4. The forms you initially submitted were to the provincial nominee program. You have to now submit documents and fill out new forms for pr as a PNP. In your PNP package the original certificate has to be submitted with your application for pr to cic. Just follow the information in the PNP package you got with your certificate.
