It's a very quick process, notary just scans through the content and stamps it- but I believe the letter authors need to take it to the notary themselves.
Indeed - the authors need to be there, as the notary is certifying that it's the person who signed, but not the content itself. So you need to bring the letters and the persons, and have them sign in front of the notary, who will check their ID. (you don't need to be there, they can do it themselves I believe).

Q1: no, it shouldn't have any impact. A representative doesn't speed up your application, so the lack off doesn't do anything either.
Q2: You could try sending them a "case-specific enquiry" with your question and asking to add the name of the country.
Q3: COPR is confirmation of PR. It's the paper that confirms that your PR has been issued. If you're from a visa-exempt country, you don't need to send your passport, the COPR will be sent to your mailing address directly by post. If you're from a non-visa-exempt country, you will need to send your passport to the embassy, and they will return it with a visa (to travel to Canada) + 2 copies of COPR (just a sheet confirming your information), which you need to land as a PR on arrival in Canada.
When do you receive it? well - that's anybody's guess! it looks like they are working on applications received in London end August/beginning of September, so since yours in from Late November, you can assume that you have another 2,5 to 3 months before you hear anything from them.

I might have just jumped and danced around the room a little bit! After our first part of the application taking so long I never thought it would get to in process so soon, especially after the last week or so slowing down.
Mega excited, however I know this next part is just more waiting! Hopefully I won't have to wait too much longer!
