You CAN'T leave the country on your COPR, but if there is an emergency or urgent reason you can apply at the Canadian consulate for a temporary one time pass. They specifically said the COPR is not vailid to get you back in the country. We were already living in Canada and there was no option for a rush on the cards.
B-Nation - the PPR came as a large envelope with the return of some of our original photos and cards. The COPR comes via registered post and it a legal size sheet you can't bend or fold.
