Spouse visa

My younger sister will get married with a Canadian citizen within next month. She is not a canadian citizen nor PR. I checked the CIC site and found it will take almost 13 month to get the visa. Since it is long time, I was thinking something alternative. Can I apply visit visa for her now so that after the wedding she can travel to Canada with her husband and spouse visa can be applied from Canada afterwards.
I am not sure my above plan is practical. I would highly appriciat if someone can advise me.

No, you cannot apply TRV for her, she needs to apply on her own. In order to obtaining TRV, your sister needs to demonstrate a very strong tie to her home country.
