PDOS are for spouses who are permanent resident and GUIDANCE and Counselling are for spouses who are canadian citizen? Is that correct?

Sis,kung cathay strict ba sila sa handcarry? Like photo enlargment frame for 16x20? Kasi sa Pal naginquire ako at sabi okey lang daw as long as i.pack nang mahigpit para hindi mabasag kapag nahulog.
