amendment to say that this person is already married, DFA in the philippines and consulates around the world do that in order not to change passport name from single to married. but my worry is does it matter to them if the passport is not yet amended? No, don't submit the form if you don't have a representative. Yes, your calculation is correct. Obviously you are paying the Right of Permanent Residence fee ($490) upfront. Hopefully you or your husband sent the application and obtained a tracking number. That is the only way you will be able to ensure that CPC Mississauga (outland) or CPC Vegreville (inland) received your file. If you applied outland, it will take about 6 weeks for them to make a decision on the file and advise your husband.
