No, that's not what I am saying.

Your best option is for your wife to qualify and be selected for a PR through an economic immigration program like Express Entry or PNP.

Applying to sponsor her through spousal sponsorship with H&C consideration will have an extremely low chance of succeeding. If you want to try this route, my recommendation is that you apply with the help of an immigration lawyer. Even with an immigration lawyer, chances of success will be extremely low.

Well, this is not going to help you on your finance.
Cost of immigration lawyer is not cheap. And there is no guarantee that further claim of H&C would be considered and approved.
May be helping her to qualify on her own (by paying for international student tuition and gaining work experiences) would be your best option.
At least the education and experience would help her to get a better job either in Canada (if she can get PR) or in home country.

The chances are extremely low that you will ever be able to sponsor her for PR. That's the honest truth here.

She should start focusing now on qualifying for PR on her own. I would recommend she start learning French immediately. Good luck.

Me (PA) and my wife (citizen sponsor) both live in a 3rd country (not Canada or my home country) we have applied from here for outland spousal sponsorship.

This year my company has changed its policy and it would allow me to work from abroad (my wife is a freelancer already), so were thinking of using this opportunity and travel for some time. However when we applied for the sponsorship from the info they gave us it was clear that they want to know your permanent address, but in my case I won't have one, would this cause potential issues/delays?

Would you advise to not even tell them about the change of address, since I will be able to come back if necessary

It probably depends on the details. Are you going to travel for a few weeks at a time and return to the same permanent address in between? In that case, there's no need to update your address. If you won't have any access to your current address because you're selling your house, for example, you would need to update your address. Then you have to figure out where you are going to receive mail while you're travelling.

Her father recently passed away, and she is emotionally devastated. I would really like to have her by my side during this difficult time.
We had previously applied for a TRV, but it was refused due to lack of ties to her home country.
This time, we can include her assets, which we hadn’t submitted before and explain her emotional situation.

2. Is there any chance her TRV application might be approved now under these circumstances? and If the TRV is refused again, are we required to inform IRCC about the refusal while the spousal sponsorship application is in process?

You likely still have several months to wait since eligibility isn't complete and the background / security checks aren't complete.

You can certainly try applying for another TRV now. Make sure you include your AOR.

There's always some chance the TRV may be approved. I'm not sure I would include the bit about her father passing away. Given those circumstances, it would make more sense for you to visit her vs the other way around. I would focus on demonstrating her ties and showing she has AOR.

If the TRV is refused again, you do not need to notify IRCC.

My wife's spousal PR application for Outland was submitted: September 24th, 2024

Background checks and Eligibility updated to in progress on December 18th, 2024

Eligibility changed from in progress to completed on April 4th 2025.

Every application is different and timelines vary as well. But if you just received the in progress it can take anywhere from 8-14 weeks, sometimes longer.

We are just waiting for COPR since April 4th, hope to receive it soon.
