1) You should apply for PR using the outland method rather than inland. Outland is much faster for Americans (although it doesn't come with an Open Work Permit). If you apply inland, you'll have around 11 months to wait before you will have access to an OWP. If you apply outland, the entire process will likely be finished for you before you hit the 11 month mark.
