If your husband has already filled in his (sponsor's) forms and attached his section of the application, then you can send it directly to CPC-M. Attend the seminar if you are married to a Canadian. They will give you a certificate and will put sticker in your passport. Without it, Immigration Philippines will not allow you to go out of the country. It is walk in, so just bring your requirements, call them for more info.
Yes, to teach us about our rights and what to do once we land. The government made this as a law, I think back in the 1970s. That is because there are lots of cases where wives are abused by their foreign husbands (fiancees) or, the other way around, men being used to obtain visas ( marriage of convenience). It is a case to case basis, so if they have doubts, they will try to discourage you and talk to you. What do they teach you in this seminar? It is actually not a bad idea to teach spouses about their rights in case the relationship goes bad.
