I am not surprised there is a rate limiter. There is enough UCE on this forum that it makes sense to limit the number of messages per hour.
To your point, you *must* include dependents on IMM0008 accompanying or not. Yes, including them as non-accompanying does mean he can sponsor later. But my point all along was: He's completed the security screening, and the medical recently. Both are pre-requisites to getting a PR. Additionally, if you submit another application later, that means you have to submit the total fee, including RPRF again. If you did it now, the fees are already paid.
To accomplish this:
- Change IMM00008 to reflect that he is accompanying now.
- Submit to CIC along with an approval from his ex (yes, it might require diplomacy. you can suggest it's only to give the boy options for when he finishes school -- and to avoid the application process later, as a starter).
- Have your rep call them to notify of the change.
This will delay your landing date while they complete a file for him. Which might take a few days/week.
He gets a CoPR, comes to Toronto for a quick visit -- activates his CoPR on entry. Goes home to resume school.
Then he has his PR Card, and you are officially done with CIC...
