Hi, thanks so much for your answers. It's clear to me now how to fill up the generic form, you helped us out a lot!

I called CRA today to request the Option C - and he told me the same thing that you did. It has more info than the printout from the website, and it is validated with the current date by the CRA. That is the only thing accepted besides the notice of assessment.

I went ahead and requested Option C for 2010,2011,2012 (for both me and my husband).. and he said it will arrive by the end of next week. Do you think the cap has been reached by then?

I would say you should still send in your application. If cap is reached, they will return your application with full fees.

There was no cap before. In Nov 2011, CIC simply stopped the program due to the backlog.

There will eventually be a notice in CIC site that the cap is reached, but it will not be instantaneous. They are not accepting the first 5000 apps received, they are accepting the first 5000 complete apps received that will actually go on to further processing. An app with missing info will simply be returned to the applicant, and not count against the cap.

Considering it takes weeks to months to initially assess all the applications, there may be a big delay before they put an announcement out. So while the cap might be reached next week, it may be until end of January or into February before they officially announce it. I imagine they will have thousands of apps received that they will simply end up returning unopened due to hitting the cap earlier.

I appreciate the way u have been helping the forum members to get rid of their doubts/confusions.
In the last massage u have viewed that CIC will accept only 5000 completed applications so as to determine the cap nd return those which have missing information .At the same time, u are of the opinion that the moment CIC has received 5000th application, on FIFO BASIS, it will start returning the unopened applications falling beyond the CAP so arrived at.
I WONDER , how can CIC determine the status of uncompleted forms unless they are opened for initial scrutiny.However,if FIFO is applied for determining the CAP, effective number of applications for process may be considerably reduced-far less than 5000.
Situation, therefore, requires deep contemplation as to how it will eventually emerge.

The answer is pretty straight forward since CIC has an established process for dealing with caps. CIC will do the same thing for parent/grandparent sponsorship application as they did with FSW applications (no job offer) in 2011 and 2013.

Applications will be opened on a FIFO basis. Once an application is opened, it will be reviewed to confirm it is complete (i.e. to make sure all of the paperwork required is there). Note that this is different than the file or sponsor being approved. CIC will not review and approve the file as part of this first pass - just verify the application is complete. If the application is complete, it will be counted as part of the 5K cap and pass on for further processing. If the application is deemed incomplete, it will be returned without further processing. Once the 5K cap is reached, all applications will be returned unprocessed. And yes - not all of the 5K applications included in the cap will eventually be approved. A certain percentage will be refused for various reasons that fall outside of the scope of the initial review. And yes - this doesn mean that the eventual number of applications approved will be less than 5K.

Because it will take time for the completeness check to be performed, it's likely that any cap counts on the CIC web site will be 1-2 months behind.

I believe (but not certain) that to assess the apps in terms of getting to the 5000 cap, they will just be doing a quick check of what you included in the app, vs the checklist. So if they open an app and see the person has only submitted 1 year of CRA Notice of Assessment, while the checklist states you must submit 3 years... then the app will immediately returned as incomplete, and will NOT count towards the 5000.

When an app has included all documents from the checklist, then it's accepted as complete, included in the 5000 cap, and sent off for sponsor processing. So in this way CIC should actually be opening MORE than 5000 apps in total, assuming some are incomplete/returned.

Just another question about this - So my dad the principal applicant, my mom dependant. my mom is accompanying my dad to canada (question 11).

You stated that there are 3 types of dependants - type a,b,c.

My youngest sister is 21 years old (turning 23 on sept 2014). I checked the guide again and in question 12(type of dependant),
does she qualify as TYPE A:The dependant is under the age of 22 and is single (not married and not in a common-law relationship)? she is single.

If so, do I add her to the application, making the answer to the total number of applicants "3"?

And if I do add her, what do I answer in question 11 "Will accompany principal applicant to canada"? If I select yes there, can she actually go with my dad? If she can't come - what is the reason?

Lastly, I thought the PGP program consists of parents and grandparents only. Does it actually mean parents+grandparents+qualified dependants?

Your mother is a dependent of your father for the application.

I'm assuming you mean your 21 year old sister will turn 22 in Sept 2014, not 23. As a single 21 year old, she is a dependent and will need to be included in the application, bringing the applicant total to 3. You will need to consider her in the LICO calculations as well.

If she would like to immigrate to Canada with your parents, then you can put her as accompanying and she can come with them. If she doesn't want to immigrate, you can put her as non-accompanying. However, she will still need to undergo the medical, get the police checks etc. If at any time during the application processing your sister gets married or becomes common-law, she would no longer qualify and would be removed from the application. For now, it's best just to put her as accompanying.
