This cap of 5000 only came about post changes made in Nov 2011 & I suspect most if not all of the people trying to sponsor parents today arrived in Canada before this date.
Yes for new immigrant coming to Canada now they need to be aware that it is highly possible their parents won't be allowed to join them in the future. These people come to Canada knowing this.
It could be argued that they are aware of this family separation while those who came to Canada before 2011 rightly or wrongly assumed one day they would be allowed to bring their parents here too and now find this may not be possible because of the cap.
Some of those people may have chosen not to leave their home countries.
See, we are talking about wishful thinking vs. reality. I really wish our wrong assumption (I never assumed that because there was no writing / contract / anything about it, just saying "our" because I wish it was true too lol) was right, but unfortunately the reality is something else. If you really wanted not to separate from your parents, you could have included them into your application (while most likely you would get rejected). You made that decision yourself to move here and you knew about the risk, we all did that.
Again I wish our parents could join us right away, I wish our wrong assumption was right, but unfortunately the truth is something else.
Also keep in mind, everyday we deal with risks and make decision based on those, life is like this, if we make bad mistakes, we can go back. All of us could move back and most of us will be in a better position than people who did not experience living in another country (amazing country like Canada).
