I was told that my file is in the "complete" pool. The way I look at it is that they probably open packages to verify the completeness, and put the complete ones in a pile. They will stop receiving new applications once they get 5000 complete ones. They may put more than 5000 in the complete...

My package arrived at CIC at 8:48am Jan 5 via Purolator. I called CIC today and was told that my application is complete.

CIC website shows that they are working on applications received on or before April 30, 2011. The program was put on a halt in November, 2011. Does that make sense that CIC received 50,000 applications between April and November of 2011?
