By 2015 they expect backlog of 40K still, so at 20K per year backlog should be cleared sometime in 2017, at which point they should begin working on the PGP apps received in 2014 under new rules. There is no telling how quick or slow new apps will be done, but it should be quicker than they were doing before.
You are right. 20,000 admission is scheduled on annual levels for 2014 year and after.

By end of 2015, the backlog is reduced to 40,000. It will take another two years to clear the backlog.
That is, 20,000 admission in 2018 will be issued to PGP applied in 2014, 2015, 2016, 2017.
So 2014&2017 applicants will get admitted in the same year assuming 20,000 is promised in 2018.
