No, you can't.

You have to wait until you meet RO before you can submit the application to sponsor your spouse.

If you submit the application now, you will be putting your own PR status at risk. IRCC will assess if you meet the residency requirement and qualify to sponsor your spouse. When they see that you don't meet RO, they will almost certainly refuse your spouse and then may also trigger a case against you.

You should apply to renew your PR card once you have met your RO but you can apply to sponsor as soon as you meet your RO. Once you receive your new card you should update your sponsorship application.
