2)Any kind of inconsistency or gap with the bank certificate and bank statements: by finding out the inconsistency or gap, does CIC contact the bank and check the current balance compared to the bank certificate?
Only way to protect yourself against this glitch is to double check that whatever is in the eAPR forms are correct. When you apply for PR, what's in your EE profile is transferred to the eAPR.

IMHO, yes. If the gap b/w the bank certificate and the current balance is not significant, and the current balance is still above LICO, it should be fine. They can't expect the current balance to be exactly the same as what was on the bank cert because interest rate alone would create a difference.
