IMO, IRCC is sticking to 3000 as a ballpark figure and twice a month draws (mostly on wednesdays), I do not think they are targetting a specific score for a draw, if the number of people in pool having high scores is more, the CRS goes up. So the CRS is more a matter of how many people enter pool before each draw. If they issue 6000 ITA each month for 12 months, they are closer to their desired target. Just pray that number of people entering pool with higher scores get lesser by each draw so that the score falls. And when it comes to a gap of 2 or 3 weeks, it has got to do more with how many wednesdays are there in a month, for instance feb was a shorter month so we had draws with a gap of 2 weeks.

Yes i am currently at 438 a perfect score in IELTS would bump it up by 3 points. Shall i go for it?
very difficult question Nitin.
till now, this year CIC seems to be reluctant to let CRS go below 440. when ever it is about to happen they increase the draw time gap and keeps it afloat.
if you are not loosing any points of age in near future, i suggest wait with your fingers crossed.
good luck for all the scenarios

Can somebody enlighten me on the translation requirement?
As much as I have gathered, the translation requirement is:

If Docs are translated by any IRCC certified translator, then submit:
  1. photocopy of the original doc
  2. translated document.
Else submit
  1. Certified true copy of original
  2. Copy of original
  3. Affidavit
  4. Translated document.
