Yes. You can decline an ITA. Doing that takes you back into the pool with the same score you had with all the previous details. In my case I had to withdraw the pool entry as well and create a new entry as the detail that I wanted to change can only be done at the stage of answering the "Come to Canada" questionnaire. It wouldn't allow me to change that detail and recalculate the score in my existing entry in the pool.Can one decline one ITA and still get new one?
Is it also possible if instead of declining it is rejected by Cic...can one make it again on her or his name or later spouse as primary

Once you are back in pool after withdrawing the ITA or creating a new pool entry, you will get an ITA as everyone else if your score crosses the cutoff in any draw after that. IRCC website says that you are not guaranteed another ITA if you withdraw. What it means that your new entry may not cross the future cut offs so you can't ask IRCC for an ITA just because they provided one earlier.
CIC would decline your pool entry if you are no more eligible. This can happen for many reasons. Generally your pool entry getting ineligible does not have any impact on creation of a new entry. I got mine ineligible when I created one entry days before my 1st IELTS expiry due to 2 year validity. Had my 2nd IELTS done and created another entry. If however you got ITA I can't think of why CIC would reject it unlesss you do not apply within the provided 90 days and it expires. In this case also you can create a new entry and will be scored afresh. Until you have actually applied for PR you can create as many entries you like in your account.
If you have applied however, that is when CIC starts looking at your data and if you have mis-represented anything it is taken seriously by them and they mention you may not be allowed to apply for 5 years to apply again and I believe it would impact even if you choose to have your spouse as primary applicant later.
I understand that and the intention was not to say you mis-represented anything. Just wanted to have it cleared. If your spouse being primary applicant is resulting similar or better CRS score, then I would think that would be best. However, if you are gaining any points based on your work experience as a spouse or primary applicant, you will need to prove that by supplying supporting documents either way. If you are worried about the gap and lack of payslips and still want to claim points for your work experience, I would suggest having all these mentioned in a "Letter Of Explanation" which you are allowed to upload when you apply for PR. CIC may ask you follow up questions instead of rejecting the application straight up and you would need to take it from there. If you have any other document to prove your experience do supply all those. In the end if at all CIC rejects your application, you always have a option to create a case with them to provide your explanation as well.Thanks for detailed answer ..
I asked that not because we want to misrepresent any information...actually I had worked many years ago for some years and have not worked from last 3-4 years...i didn't get even payslips that time so Its not easy to get all that documents now from that old employers so Cic may not get satisfied only with experience letter..thus was thinking shud we try it on my name or not..

You can absolutely create a fresh application with spouse as primary applicant. You would still need to support your work experience though if you are claiming points for that. I do not think payslips are mandatory. Your form16 and experience letter should work fine. As a backup I would suggest to get an email from any colleague who is still working there from their official email detailing your roles. We are PNP-Outland (Ontario) and our VO is Singapore, and we had just completed our 6 month processing time. I must take this opportunity to publicly thank my persevering wife @iamxty, who did all the hard work right from PNP application, to adding me as a dependent midway in the application, managing the PoF, staying awake late multiple nights to compile an impeccable document kit, and instilling hope and courage during the nerve-wrecking post ITA process; besides other personal pains that she bore to realise our Canadian dream. If it wasn't for her, I wouldn't be here today sharing this good news. My heartfelt gratitude to her and lots of love!! I feel blessed to have her as my soulmate .

I got ITA on 14th march, and in the process of uploading documents, I am employed in the same company since the beginning, but I was working in a different country . In work history i have mentioned it separately as
2012 - 2015 (india)
2015 - 2017 (Brazil)
2017 -till Date (India)
So while uploading documents , its asking for 3 different Employment reference documents for these 3 entries. But since its the same company I have only 1 employment reference. Please suggest what should be done in this case. Should I upload the same documents in all 3. Or should I change my work history ?
It for the same position and role, but in 2 different locations. The employment reference mentions, all locations with dates as well.Hi @Harshitagupta ,
Was it for 3 different position in the same company? I also worked for same company for 8 years and got multiple slots based on the roles I provided.I submitted different docs for each position with roles and responsibilities for each, even though they were similar
