Can someone explain to me how the draw works if you’re sitting at the cut-off score? Looking at the latest draw for 1/23,

Tie-breaking rule: January 2, 2019 at 03:55:26 UTC

If you look at the previous draw for 1/9,

Tie-breaking rule: January 2, 2019 at 11:40:53 UTC

So it appears that the cut-off date has barely moved (only a few hours).

1. Assuming that the cut-off score in the coming draws stays at 443, how long would it take someone with a score of 443 who entered the pool on, say, 1/22, to get an ITA?

2. If the score goes below 443, does that mean everyone in the pool at 443 will get a call?

The cut off date/time does not move in a specific manner. That's not how the system works.

All the applicants in the pool are ranked based on their CRS score.
All applicants on the same CRS score are ranked based on their profile creation date.

During the draw, CIC picks the top 3900 (assuming ITAs issued is 3900) ranked applicants from the pool.
The CRS cut off for a particular draw is the CRS of the applicant who is ranked 3900 and the cut off date/time is the profile creation date/time of the applicant who is ranked 3900.

Good to see the downward trajectory of cut-off at the start of the year itself. Hope IRCC doesn't throw a curveball of 3-week draw like they did twice last year

Sitting at 440 profile was created on 26 october 2018.
I didn't get NOI from ontario , i see many people got their NOI even at 439 :( feeling stressed - loosing hopes... Fingers crossed.. good luck everyone ...

Congrats buddy ... I still have confusion, is there process we need to do before receiving NOIs??
I didn't do anything. We are automatically considered by OINP. However, I'm surprised because I can't find any information on a second draw by Ontario yesterday and nobody else has gotten NOI in last 2 days as far as I can see. I'd like to see someone else verifying before I can be relieved that this is the real deal and not a system glitch.

Not yet...Actually my consultant filled ee profile only for me....they are not dealing with pnp...need ur valuable suggestion
OINP NOI comes on your EE profile itself, then you've to submit your OINP application on their portal within 45 days. How can a Canada immigration consultant say they're not dealing with PNP
You must have got the NOI if your profile was created on or before 14th Jan as they gave NOI to all between 439-448. My suggestion would be to take control of your EE/OINP process :)

Do you have access to your EE profile yourself or with consultant? It comes as a message on your profile, please check if you've access.

Is oinp for any demand in profession or is it for everyone? I have submitted my file in June 2018

Congratulations mate, happy for you :)
I've seen few guys on Ask Kubeir FB group mentioning they got the NOI yesterday, so you can relax and prepare your application :D
But, the CRS scores I noticed in the comments were as low as 400, I think maybe they did a targeted NOC specific draw? Did you have any French capability or any other ties with Ontario?
