I would agree with @sakamath.. I think Ottawa is simply helping local offices to collect PCC and Medical.. eventually all files will be transferred to local offices.. and visa will be issues as per the queue.. Just my view but time will tell..

it sounds reasonable... but then why did they split quota by local offices and pilot project? the split sounds like Ottawa will issue visas... if we see at least one case from Ottawa with visa then the process will became much more clear...

I don't think Ottawa will issue visas.. rather once the case is finalized, Ottawa forwards file to local office, where there may be a separate queue created to process the files transferred from Ottawa.

i also don't think that Ottawa will issue visas... but i believe that the queue will be different because they have separate quota... but we will know for sure only when somebody from Ottawa cases gets visa...

Yes, hopefully not too long from now. I too believe that the queue will be separate.

Your 43 month wait time starts from the date the local visa office has received the file and I believe that to be some time in 2008. You shall hear from the local office soon.

If CIC local visa office consider file wait time when i applied than that case i should recieved visa now than. I applied in March - 2008 but unfortunately no good news yet.

One question, if local visa office asking for Medical than that case CIC will send letter by mail or normally CIC will send request through e-mail?

One thing I noticed while reviewing the process is the statement: 'files would be transferred to local visa office if local knowledge is required'. This does not mean that people whose files have been forwarded to local visa office, a local knowledge was required. The above is applicable to those files that are being processed at CPP-O. CPC-M transfers files to CPP-O or lo (on what basis, is not yet known). CPP-O, in turn, may send the file to the lo if local knowledge is required. I believe in these cases, there may be some delay in processing.

CPP-O Pros and Cons.

Pros:
- All applications are of the same category Parents/Grandparents. The reviewing officer has to focus on just one category.

Cons:
- Large volume of cases to process
- Variety of supporting documents from different countries could add to confusion/delay (reviewing officer may not have knowledge)

Local VO Pros and Cons.
Pros:
- Supporting documents of most files would be similar (reviewing officer would have greater knowledge)
- Lesser volume of files to process

Cons:
- A variety of categories of applications (Skilled worker/TRV Parents/Grandparents etc)

I sent e-mails to CPP Ottawa and to my Local visa office about PCC. In our coutry PCC is providing directly, not giving to hands. From Ottawa no answer yet, from local office they sent me to order from police directly for there office and they will forward to Ottawa. So, I think Ottawa will finish our files up to visa.

No update. Still waiting for medicals request. Waiting has been extended to 6th week. I am not sure if they sent a letter to my parents, if so it would take at least 3 weeks to reach my parents in India.

I am thinking of submitting representative form so that I can interact with CPP-O, any suggestions?

I think so Sakamath. According to the minister`s statement that they want to reduce the number of applications for parents, waiting may not be longer than one year for this round of applications (end of 2007 and 2008) currently sent to the local visa offices.
Otherwise, if we consider the processing times given on the site, then his statement is incorrect.
