Within 24hrs I got reply back from CIC-O...
Dear Sir:

Due to an administrative error in assigning the UCI number, the file needed to be withdrawn in order for the correction to be made. We are in the process of rectifying the problem and will be creating a new file with a new file number. I will provide you with that new number once the new file has been created. I apologize for any inconvenience this may cause.

It is mentioned in the email you received from CPP-O. As indicated in the email a new file will be created and a new file number has to be assigned to your application. I believe that this process do require a proper review by some supervisor or administrative staff. It should not take long though...

not so sure, they just created new file I think & may leave it in that stage for months.
