But, I’d check with CIC just to be sure.

Sponsorship eligibility
In order to sponsor, you must…

• be 18 years of age or older;
• be a Canadian citizen, Registered Indian or permanent resident;
• be sponsoring a member of the family Class;
• live in Canada;
• sign an undertaking promising to provide for the basic requirements of the person being sponsored;
• sign an agreement with the person you are sponsoring that confirms that each of you understands your mutual obligations and responsibilities;
• prove that you have sufficient income to provide the basic requirements for your family members in Canada as well as the persons included in your sponsorship undertaking. You may also have a co-signer.

Help! Do my parents need to send the physical/original NBI/police certificate to IRCC office in Ottawa from Philippines? Or scan then email is fine?

No need to send the original, just scan and send it thru email. I received the same message, when they asked for PCC. My mom is now a permanent resident

The request I got specifically asked to upload the scan copy of PCC to MyCIC account. Read it again and you should see the same.

That’s what I thought too Yulia. She needs to have three of her own NOAs first. Otherwise, people who got here recently could sponsor their parents without having 3 NOAs, as they could just ask their spouses to co-sign and fulfill 3 NOAs from spouce.

In this case, she only has 2 tax returns and asking if she could use her husband’s NOAs for the missing taxation year. They could switch role and have her husband sponsor grandparents. Otherwise, she only has 2017 and 2018 NOAs.

I think she can as long as she and her cosigner together meet the 3 NOAs requirement.

I think they both need 3 NOAs. Co-signers are for supporting the deficiencies in certain years. But, I don’t think having zero income from primary sponsor in some years works for PGP. If that’s the case, someone could potentially sponsor parents without having any income in the past three years. All you need is someone who has 3 NOAs.

But, I don’t seem to be able to give any correct answers on this forum that I’m just going to assume I’m wrong anyway lol

Here are examples to help you calculate your family size.

Example 1
Julie is sponsoring her mother and stepfather. Julie’s husband, David, will help her meet the income requirement by co-signing the application. Julie and David have 2 young children, aged 5 and 7. Julie’s stepfather has a 15 year old daughter, Dahlia. Dahlia won’t immigrate to Canada with her father.

Julie’s family size is 7:

• Julie
• her husband, David
• her 2 children
• her mother and stepfather
• her stepfather’s daughter, Dahlia
  • because Dahlia qualifies as a dependent child, she’s included in the family size, even if she’s not immigrating to Canada

Before Julie submits her interest to sponsor form, Julie and her husband must:

• check the income table to see what the income requirements are for 7 persons
• check their tax information from the last 3 yearsand make sure that, together, they meet the minimum income requirements for each of the last 3 years

Example 2
Juan and Lise had a baby in 2017. Juan wants to sponsor his mother. Lise won’t co-sign the application. Juan’s mother doesn’t have a spouse, partner or any dependent children.

For 2017 and 2018, Juan’s family size is 4:

• Juan
• his partner, Lise
• his baby
• his mother

For 2017 and 2018, Juan must check if he meets the income requirement for 4 persons.

For 2016, Juan’s family size was 3:

• Because Juan’s baby wasn’t born yet, the baby is not included for that year.

For 2016, Juan must check if he meets the income requirements for 3 persons.

Example 3
Joseph and Anne became common-law partners in 2017. They had a baby in 2018. Joseph wants to sponsor his grandmother and grandfather. Joseph’s grandparents don’t have any dependent children. Anne will be the co-signer.

If Joseph wants to sponsor his grandparents in 2019, Joseph and Anne (together) have to meet the income requirements for 2018, 2017 and 2016.

In 2016, Joseph’s family size was 3:

• Joseph
• his grandmother and grandfather

In 2017, Joseph’s family size was 4:

• Joseph
• his grandmother and grandfather
• his partner, Anne

In 2018, Joseph’s family size was 5:

• Joseph
• his grandmother and grandfather
• his partner, Anne
• his baby

Even though Anne is only included in the family size in 2017, she has to provide her proof of income for 2018, 2017 and 2016, as she’s the co-signer on the application.

She cannot. She needs to have three NOAs in order to sponsor. I just made a post on this copied from CIC website where they explain how to calcuate family size and in the 3rd example they explain that both sponsor and co-signer must have NOA for the past three years.

Not so fast. She can sponser as long as together they meet 3 years of LICO. But this is my opinion. Call CIC and confirm. Don't rely on forum for such important decisions.

Guys. My ECas says APPLICATION RECEIVED again in sponsorship, but my parents ECAS says IN PROCESS. It ways both IN PROCESS yesterday, what is that mean?

It means CIC is working on your file. They won’t process your parents PR before they process sponsorship approval. So, it really doesn’t mean anything until you get an email from CIC of its decision.

However, the changes on ECAS means someone is working on your files. So, you might get SA soon. Don’t read too much into clues on ECAS though.
