There's NO HARM doing both. I did both for my PCC even if they clearly say that it has to be send in physical mail on CIC's website.
Just draft you email explaining about why you are adding more documents to your application and at the end also bold out that you will also send a physical copy of the same documents to CPC-Ottawa.
Also, don't forget to include a cover letter in you physical mail.

BTW FYI from Nov 09, 2013 - CEC Application DO NOT require any sort of educational documents.

Of course coz the New Rules for CEC got rolled out effective from Nov 09, 2013. And if you submitted your application after Nov 09, 2013 then you HAVE to follow the rules NO MATTER WHAT...
 
Yeah..I am interested in seeing what changes new rules will make in over all procedure.
 
My application returned today saying wrong NOC code. App recvd 13 Nov and i got it back today by regular post to india. They sent on Dec 10 but postal delivery took 2 months which cost me 2 months :( I will fix and send it back in another 3 days. Thank you all and bye bye will join Feb 2014 forum soon. Let me know if any information needed.

how they know the NOC is not correct? I thought only a VO at Ottawa can decide so.

CIO checks your NOC first and the VO.

CIO does not do a in depth analysis on the NOC code but VO does.

It's like a secretary has a look at the document and then checks if it is okay to be sent to the boss....and the boss is the one who actually reads the whole document.

SO they are checking the job duties in begining now

I believe they have always checked your application for NOC against your job duties...

I was reading one of my friends GCMS notes for his Federal Skilled worker file he filed in 2012 and it does say from CIO that they checked the employment letters with the NOC code mentioned.

I dont think they use to do it before 8th November for CEC..

Hi everyone,

Thank you for response and sorry for the delay in acknowledgement.

Please let me clarify my situation further...

This is my second application. My initial application was made when I was living and working in Canada (2012), hence I provided police clearances from both Canada and my home country. My current application was made since my return to my home country hence I provided my local police check in my application and included a letter saying I would include a Canadian one because I was living and working in Canada. Isn't this correct??... wouldn't I still have to provide this?

No i didnt get my aor. Money is not charged. they validated the code and i added wrong code of 2006 instead or recent 2011 ans they mentioned a note 2006 invalid code. I fixed the same and just now posted the application.

what educational documents are you talking about? as far as I know there is no requirement to submit any? i didn't submit mine and still got AOR? are you talking about IELTS or what? I don't even have any canadian education... Am I missing something? Those were cancelled long time ago where 2 year education requirement was cancelled?
