Usually after the medicals, but you can pay it even before the medicals, as it is refundable if the application is refused. I am sure the VO will write you at the appropriate time to pay the RPRF.

Your e-cas is in order, I am a post June 26, 2010 applicant; all docs were submitted, and I have received my PER(our own coinage of 1st AOR), my e-cas is still showing IN PROCESS, with added info for 1st application(2007): we started processing your application in september 2007, for 2nd application(2010) :we received your application on 30th August 2010. Your ecas will remain so for now, the next will be DECISION MADE. Meanwhile click on the IN PROCESS it should have added info.
Take note ALL, the ecas will be shut down on Sunday, all VOs are updating from CAIPS to GCMS(GLOBAL CASE MANAGEMENT SYSTEM), a more efficient and up to date system(IT gurus should know about this software).We will begin to have accurate info on our status from next week Tuesday.

2. As per your expired fixed deposit certificate, I do not think it is really an issue, I also sent one that has expired this February, only that in my own case, I got a covering letter from the bank that I have left a standing instruction to roll-over continuously upon expiration. If you did not do this, you can wait until you are asked by th VO, to show up to date POF(my opinion, others may differ).
