yes, it is expected. It is most likely because your application might have been transferred to the local office from Sydney. That is usually the first ghost update.

Do we get any email stating application is modified? If yes, what is the email subject?
Also, does the Updated Date changes in citizenship tracker?
I got an email today with email subject - Follow the progress of your citizenship grant application.. Is this just a generate email OR Goust update?
Below is the email content but it looks like generic email,
Thank you for submitting your application for a grant of Canadian citizenship. Your application was created in our system on May 6, 2024 and is currently in progress.
You can now follow the progress of your application with our......

This is a generic reminder email which IRCC sends periodically to remind people that they can create a tracker account to track the application. Since you are ahead of IRCC and already created a tracker account, you can just ignore this and any similar reminder emails you might get again in the next 1-2 weeks.
Coming to Ghost updates - there are no emails for ghosts. The 'Updated Date' changes and remains with the new date. The 'New update' with a star against a stage just comes once and disappear, (like a ghost) when you refresh or login again.
What does a ghost update look like? Can you pls share the content/format of the email and whats the sender email address?
