The Sponsor gets AOR and SA approval while PA gets Biometrics, Medical and other requests.

It's a document from CRA, just as NOA is

Exactly! And no explanation as to why they now want Option C too. It's ridiculous.
It says i could subit via a web form but i don't see any section for attachments.

You can attach a document once you fill the details asked in the webform. Hit next after filling details it will ask for attachment
