On my tracker everything just changed today to "completed" except for oath. I checked ECAS and it now says "decision made"

And it says the location is Montreal so, it is probably Montreal office.
You are right, I am in same boat. Mississauga office is very slow, I just called IRCC and they says we are processing your application and it is with Mississauga local office, background check in progress.. I called two months ago and same statement was given to me. So not sure what they are doing.

A question, I passed my test on June 10 and the status was updated to complete on July 12. After that, I haven't seen any movement in my application.

A question, I passed my test on June 10 and the status was updated to complete on July 12. After that, I haven't seen any movement in my application.

There is a chance of getting interview now; however, not everyone gets it. So, be prepared to attend the interview if one is scheduled.
If you don't get an interview, the next step would be "Decision Made" on your application (ECAS) and concurrently, Language, Physical Presence and Prohibitions will be set to "Completed" on the status dashboard.
There is a wait after that and then oath is scheduled.
Question for the admins:
I've recently seen the % to increase significantly on the test invites for Feb, March, and April 2020, but without seeing lots of people being invited. Did you guys did some sort of cleaning in the spreadsheet ? Just curious, thank you!

Same for my wife. Mississauga office. More than year. All are in progress.
I generally update the entries for all 2020 and 2019 months. I have seen @melito update the spreadsheet as well but I don't know if s/he performed some cleanup on the sheets. I did perform some cleanup for certain months in 2019 and cleaned up September 2020 but I did not cleanup entries for Feb, March or April 2020.
I wrote them last week and replied that they don’t know when I will be invited for interview but when it’s my time, they will let me know. They also stated that they have thousands of applications pending interviews.
