I would assume that it depends on the PA's place of residence and where you book the appointment. What is the procedure now to book biometrics and how long is the wait time?

Yes, it is usually first, but many people have received the biometrics reminder first lately. Also there may be an issue with your email. You can check what they have done on ECAS or try to link your application to GCKEY to see what it says on there,We thought our application had been lost in the post as we still haven't received delivery confirmation, but my partner has just received his biometrics request.
We don't seem to have any emails for AOR though, is this usually first?
Good for you, $550 back in your pocket, put it to good use!!Just today I received an email from IRCC Sydney that they have initiated a refund of $550 back. The email is as below.
This refers to the Application to Sponsor a Member of the Family Class you submitted to this office on behalf of XXXX and family (if applicable).
A refund in the amount of $550 has been initiated. If you paid by credit card, it will be credited back to your credit card account. Otherwise, a cheque will be mailed to you at the address indicated above in approximately six weeks to eight weeks.
I paid $1685 in total for the PR application and I checked the fee calculator and turn out that I need to pay $1135. So, I am getting a refund of $550. Good that they opened my application. Any thoughts?

Linked my application in GC Key and ECAS

The Application for Permanent Residence for your relative(s) will be forwarded to a visa office for further
processing." it does not say where exactly.
I am tracking GC account regularly, what is ECAS? and how to check?
