Privacy Act is to protect the privacy of individuals with respect to personal information about themselves where it is held by a government institution and to provide individuals with the right to access such information.
OR
Personal information which belongs to an individual who is not a Canadian citizen, a permanent resident of Canada or currently living in Canada must be requested under the Access to Information Act.

For starters: What are GCMS notes?
Simply, they're the notes that CIC has on your file. They are what the agents enter into their computer system when they are looking at your application
How much does requesting my notes cost?
Nothing. If you are in Canada and are requesting under the Privacy Act, it should be free. You'll need to include some proof you're in Canada, though - a copy of a work permit or drivers license or similar document.
How do I request them?
The request can be done online. Go to https://atip-aiprp.apps.gc.ca/atip/welcome.do Click "Next" and follow the instructions on each subsequent page. The first page will be information about yourself (name, address, phone number, email address).
On the second page, select "Privacy Act", the language in which you would like to receive your notes, and then "Case Files". You'll then enter your name as on the application, your date of birth and UCI (if you have it); select "Notes in Electronic File" and then either "Immigration file: permanent residence" or "Sponsorship file" (depending on whether you are the principal applicant or the sponsor), and fill out the rest of the information requested. The next page will be where you upload a scan or photo of your documentation proving you are in Canada. Then you submit your request - you will receive a confirmation email relatively quickly, and then your notes will arrive, via email, in about 30 days.
