Also, i think CIC defaults to a 90 day wait period between any requests from applicants. i know when a "file specific inquiry" or an inquiry from a CIC call center agent is put in, another one can't be made for 90 days, so that may be why they are suggesting to call back in Feb. Technically, they won't be able to do anything for you until that request has been closed or until 90 days has passed, and as sophiee suggested, they don't want you calling daily or weekly for updates.
