Screech can probably give you more information, but I believe the OWP needs to be valid for at least a year (if not, at least 6 months). However many applicants are on implied status, or have a short time until OWP expiry.
The information from OHIP below mentions with only an OWP you need to be employed full-time for at least 6 months...
It appears that the OWP you get AFTER AIP has a note (from what I understand) that indicates a PR application in process... I think that would be more 'legitimate' in their eyes and not require a job in those situations.

If you are applying for Ontario health insurance coverage as an Applicant for Permanent Residence, you are required to present written confirmation from Citizenship and Immigration Canada (CIC) that you are eligible to apply for permanent residence in Canada, which may be one of the following :
CIC Confirmation Letter – letter on CIC letterhead addressed to the Applicant for Permanent Residence that confirms that the applicant is eligible to apply for permanent residency in Canada;
CIC Immigration document such as a Work Permit, Visitor Record, Temporary Resident Permit or Study Permit with note in the “Remarks Section” that indicates that you have applied for permanent residence; or
A Work Permit case type 27, which are issued solely to individuals who have applied for permanent residence within Canada.
Having AIP is one way to prove your residency (based on their checklist) and having an OWP is another. (Again, if only OWP it appears you need to be employed full-time for 6 months)

Closed and Open Work Permits
Temporary foreign workers who hold a valid work permit may be eligible for OHIP coverage. The worker must be employed full-time for an employer in Ontario for a minimum of 6 months and :
Maintain their primary place of residence in Ontario; and
Be physically present in Ontario for at least 153 days in any 12-month period, and
Be physically present in Ontario for 153 of the first 183 days immediately after establishing residency in the province
Document Requirements
In order to satisfy the above criteria, foreign workers applying for OHIP coverage must present their work permit as well as provide documentation confirming their full-time employment in Ontario for a period of at least 6 months.
